2009 CRF 250R Problems?

My crf250r is hard starting, it back fire when i release the throttle, and it bogs pretty bad when ever I twist the throttle out of corners. Is there any way to fix this nonsence? I put a new spark plug to try to cure the starting problem and it helped a bit. If I have to rejet can you give me like a suggestion on what the settings should be?
