95 Ninja ZX-9R running problem?

okay when i first got the bike the bike could barley hold its idle. i cleaned the carbs and ran sea foam through the gas. it runs a lot better but not perfect. after hitting 6k rpm in first it bogs out. also i cant get the bike past 40 mph. it seems like a carb problem but is that the only thing that can be causing this?
