How to make him pop the question?

ok so me and my fourth cousin obviously like eachother... but he never said he did but i can tell. so how can i make him confess without me asking him. And he has a girlfriend but their relationship seems kinda downhill.... so please no rude comments and help me!!!!!!!!!!!!
